PSAC welcomes several of the recommendations from the parliamentary committee investigating the Canada Life fiasco, which support the union’s calls for federal public service workers to be compensated for issues with the health care plan change.

PSAC has filed a policy grievance against Treasury Board for the poor management of the transfer of the Public Service Health Care Plan (PSHCP) to Canada Life, which has impacted tens of thousands of federal public service workers covered by the plan. We are also in the process of following suit against employers in other affected bargaining units.

PSAC has been notified of a cybersecurity incident on MSH International’s systems, the international insurer for Canada Life that manages the Public Service Health Care Plan for federal public service workers.   We are closely monitoring the situation, and expect the federal government to follow up with our union and members about the full scope of the incident and take all necessary measures to protect members’ privacy and security.

The government of Canada’s decision to transition to Canada Life to provide health insurance benefits for more than 1.7 million current and former federal public service workers and their dependents has caused frustrating challenges and delays for plan members. We’re highlighting some of the ongoing issues that members are facing as we continue to pressure the government, urge members to take action for the government to resolve issues with Canada Life, and wait for the outcome of the OGGO committee meeting that happened this week.

Take action  If you have been or continue to be impacted by the transition to Canada Life, write to your MP to pressure Treasury Board President Anita Anand and Minister of Public Services and Procurement Canada Yves Duclos to take accountability for improving insurance benefits for PSAC members.

Did PSAC negotiate this change to move to Canada Life? This change was initiated and operationalized by the employer and was not part of PSAC and other unions’ negotiations on a new health care plan. It also does not impact the improvements PSAC secured.

Earlier this year, PSAC announced that we successfully negotiated key improvements to the Public Service Health Care Plan (PSHCP) for federal public service workers, and the new plan came into effect on July 1, 2023.
