Treasury Board launches alternation platform for workers 

Treasury Board has officially launched its alternation platform on the TBS Applications Portal (accessible only on the Government of Canada network) for federal public service workers interested in accessing the alternation process outlined under the Workforce Adjustment Appendix. 

Alternation is one of the most effective ways for members who’ve received a surplus or opting letter to stay employed in the public service. It allows a surplus or opting employee to exchange positions with a non-affected employee who wants to leave voluntarily. 

PSAC has long called for a centralized alternation system to make the process fairer and more transparent. The employer’s platform was announced after thousands of PSAC members have already received workforce adjustment notices in the past year.  

With cuts already underway, many workers had to navigate alternation on their own. That’s why PSAC launched its alternation platform in October to help members protect their jobs. It now has over 2,100 members participating, many volunteering to alternate with their colleagues even if they aren’t affected themselves. For every member who has been impacted, there are seven others willing to alternate to help them stay employed. 

Comparing alternation platforms 

If you’ve received a surplus or opting letter, it’s important to explore all your options and use every tool available. Both the employer’s platform and PSAC’s platform can help you find a match, but they work in different ways. 

  • Open to all core public service employees, expanding the pool of potential matches.
  • Does not cover Parks Canada or Canadian Food Inspection Agency employees (Canada Revenue Agency has a separate system).
  • Even if you’ve already registered on the employer’s Immigration, Refugees and Citizenship Canada platform, it’s worth also registering here to access the centralized system.
  • Allows members to explore alternation privately, without notifying the employer.
  • Available to members across Treasury Board, Canada Revenue Agency, Parks Canada, and Canadian Food Inspection Agency.
  • Only open to PSAC members.

 
Important: Alternation can only occur between employees with the same employer. Core public service employees cannot alternate with those in separate agencies and vice versa.
