SV bargaining: TB returns with no meaningful offer, no respect

Our SV bargaining team met with Treasury Board on September 15–17, and once again saw no meaningful movement on members’ key priorities. 

While the employer responded to some outstanding proposals, their offers fell far short of what members deserve. In several cases, they offered limited movement in return for more concessions. 

The employer also suggested we withdraw or compromise important proposals in exchange for minor editorial changes, or provisions already included in other groups’ agreements. We should not have to trade away meaningful improvements for changes that do little to improve working conditions.  

The employer continues to avoid serious discussion of our core issues. Significant work remains, and the employer has yet to demonstrate a genuine commitment to addressing these priorities. 

Recognition, respect and a path forward 

Our team is seeking fair recognition for Red Seal workers through pay at the top of their classification level, reflecting their certification, skills, and responsibilities. 

The employer continues to minimize the value of Red Seal qualifications and the important work SV members perform in communities across Canada. This is at odds with the federal government’s stated support for skilled trades and fails to recognize the expertise members bring to public service workplaces every day. 

Priorities for this round include:  

  • Education leave: Better access to leave for training, certification, and professional development. 
  • Red Seal recognition: Top-of-level pay for Red Seal workers in recognition of their qualifications, skills, and responsibilities. 
  • Travel time: Clear, fair compensation for travel required for work, equal to those offered to other federal public service workers. 
  • Respect for members’ work: Language and provisions that properly recognize members’ value to their workplaces, communities, and the public. 

Next steps 

While our bargaining team remains committed to reaching a fair negotiated agreement, this week’s discussions reinforce why SV members chose arbitration. The current process cannot continue indefinitely without genuine engagement from the employer.  

Our team will meet in October to discuss our next steps ahead of our scheduled dates with the employer in December.
