This FAQ provides an overview of key changes for RCMP civilian members (CMs) transitioning to federal public service collective agreements. All changes take effect on November 27, 2025, unless otherwise noted.

These changes apply to civilian members represented PSAC-USJE who are being brought under federal public service collective agreements, effective November 27, 2025, on a go-forward basis.
- What does moving “under a collective agreement” mean for me?

It means your basic terms and conditions of employment — hours of work, leave, allowances, premiums, overtime rules, etc. — now follow the language of the applicable public service collective agreement instead of the previous CM framework, including additional protections negotiated by your union.

Hours of work and pay
- How is my workweek changing?

Most civilian members are moving from a 40-hour workweek (including a paid meal period) to a 37.5-hour workweek, where the meal period is excluded from paid time, aligning you with standard public service hours.
- Are there any exceptions to the new 37.5-hour week?

Yes. Civilian members classified as SP-SAT remain on a 40-hour workweek under the new regime, as recognized in the implementation details.
- Did my base salary went up or down because of this change?

For most civilian members, salaries are already “pay matched” to an equivalent public service group, so the annual rate of pay remains the same.
- What happens if I was in the Forensic Laboratory and Identification Group?

Members in this group who were “touchpointed” to public service occupational groups have seen an upward adjustment of their annual rates of pay, effective November 27, 2025, to align with the public service grids.
Allowances and premiums
- What allowances start automatically under the new system?

Civilian members under the SV collective agreement who qualify for the Supervisory Differential Allowance received it automatically on November 27, 2025 — no application required.
- How is the Dangerous Goods Allowance handled?

Members who may qualify for the Dangerous Goods Allowance should receive a separate communication from the employer. We encourage members who handle dangerous goods to watch for this information and contact us if anything is unclear.
- What happens to my shift premium?

Eligible civilian members received a higher shift premium, increasing from $2 to $2.25 per hour, in line with the new collective agreements.
- Is there a new weekend premium?

Yes. Eligible members may claim a weekend premium at $2.25 per hour, with eligibility conditions set out in the applicable collective agreement.
Leave benefits
- Why am I seeing a changed in my advanced leave bank?

If this is not yet the case, your leave banks will be automatically credited with a one-time entitlement of 37.5 hours of vacation leave, and a separate 40-hour vacation adjustment will be added manually during December 2025. These will be combined into a single special bank exempt from normal carryover and liquidation rules.
Please note: per the collective agreement, members receive these leave adjustments only once during their public service and RCMP employment. If you previously received the 37.5-hour one-time entitlement in another position, you are not eligible again. - What is the one-time vacation leave entitlement and adjustment?

This special bank can be taken through the “one-time vacation leave entitlement” option and it is exempt from normal carryover and liquidation rules.
- Do normal annual leave carryover and liquidation rules apply right away?

No. By agreement, collective agreement provisions on annual leave carryover and liquidation will not apply until March 31, 2027.
- Are there any earlier limits I still need to worry about?

Yes. The National Compensation Manual maximum for annual leave carryover still applies as of March 31, 2026, so members should bring their vacation balance within the new collective agreement limits before that date.
- How many personal leave days with pay will I get?

You will receive two personal leave days to be used before March 31, 2026, consistent with the collective agreement.
- Why are there extra personal days in 2025-26 and how do I record them?

As a one-time exception negotiated for the 2025-26 year, you will receive an additional two personal days, also to be used by March 31, 2026.
Overtime and compensatory leave
- What will happen to overtime compensation

The new collective agreement offers overtime at 1.5, 1.75, or 2.0 times the regular rate of pay, depending on the situation.
Members qualify for overtime if they work more than 7.5 hours in a regular workday, on a first day of rest, or on a second day of rest. The main difference is that the first day of rest is paid at 1.5 times instead of 2.0 times the regular rate.
The move to a 37.5-hour workweek increased the value of the hourly rate used to calculate overtime by 6.6%. - What happens to Lieu Time Off (LTO) under the new regime?

Lieu Time Off is being converted to “Compensatory Leave” in your HR system.
- Will my existing leave balances be protected?

Yes. The employer will transfer existing balances into your new compensatory leave banks during December 2025, so previously earned time off is preserved.
