Bargaining at CRA: Dispute over artificial intelligence

In negotiations with the Canada Revenue Agency (CRA) October 20-22, our PSAC-UTE bargaining team made it very clear that we are ready to negotiate in good faith, but we are not interested in steps backward for our members. 

A key issue for PSAC-UTE members is the introduction of artificial intelligence (AI) at the CRA. We have made proposals to limit the impact of AI on our jobs and the critical services we provide. In response, the employer indicated that its mandate is to conduct a full review of its operations to determine where AI can be introduced wherever possible. 

We do not agree. We will fight to defend our jobs and the high-quality services we provide. Once again, the CRA believes they know better than we – the members – do in terms of what’s in the best interests of workers and people who depend on public services. 

This reinforces what PSAC-UTE has been condemning for years, and that is clearly outlined in the union’s response to the Office of the Auditor General’s report on CRA call centres released this week. 

Other key issues at the table 

The employer is also seeking to expand management discretion over evening and weekend shifts. Protecting hours of work is essential to fair working conditions and work-life balance. We will not give up these rights. 

Our bargaining team is also looking to include remote work provisions in our collective agreement. The CRA has proven that it cannot be trusted on this issue. 

More rounds of bargaining will be set up with the CRA to continue negotiations, including around fair wages. PSAC-UTE will provide more updates as bargaining progresses.
