Going into this round of bargaining with Treasury Board, the Operational Services (SV) team set clear priorities on wages and working conditions for members. PSAC’s new monetary package puts salaries at the forefront, with general economic increases of 4.75% per year over a three‑year agreement.
That rate is designed to respond to the sharp rise in the cost of living and the inflation SV members have faced since the last contract. The package also includes targeted market adjustments and improved allowances to close long‑standing pay gaps, especially in trades, technical and operational roles that keep federal workplaces safe and running.
Protecting fair pensions
PSAC welcomed the government’s commitment to provide public safety workers with equitable retirement benefits, allowing them to retire with dignity after 25 years of service without penalty. But we need to keep advocating to ensure all public safety officers have the equitable retirement they’ve earned. That’s why our team proposed extending this same early-retirement option to all public safety occupations, regulatory enforcement officers, and technical experts.
We also pushed the employer to repeal the two-tier pension system for federal public service workers and restore fairness across the pension plan. Previous changes to the Public Service Superannuation Act raised the minimum, unreduced retirement age to 60 with 30 years of service for anyone hired into the federal public service after January 1, 2013.
Improvements to leave, education, and greening initiatives
Our team has proposed better access to paid education leave, along with increased targeted funding for the PSAC–TBS Joint Learning Program, including a dedicated stream for health and safety training. This is especially important for workers facing frontline hazards and chronic short‑staffing pressures in their workplaces.
Reducing emissions is another priority for our team, and we have proposed practical solutions, including reimbursing public transit costs, covering parking for employees who carpool, and installing charging stations for electric vehicles when the employer requires in-person attendance.
