PSAC files legal complaint over Bank of Canada's continued use of scabs

PSAC has filed an unfair labour practice complaint following reports that the Bank of Canada continued to use “replacement workers” after they were mandated by the Board to stop using them. 

Last week, the Canada Industrial Relations Board ruled that the Bank of Canada broke anti-scab legislation by using “replacement workers” to try to keep operating during the strike. The Board gave the Bank 48 hours to comply and stop using scabs.  

After this deadline passed, striking workers reported interactions with individuals performing security duties at the Bank’s Ottawa office. This is in violation of the Board’s clear order that the Bank cannot undermine their workers’ right to strike by using scabs.  

By not complying with the Board’s ruling, this employer continues to disrespect these workers and their right to strike. 

The 42 members at the Bank's Ottawa office and 7 members at the Montreal office have been on strike since June 23 following the employer’s lockout of members in Montreal. These workers remain on strike, calling for the employer to return to the table and negotiate a fair agreement.
