NAV CANADA bargaining: Headed to strike vote as conciliation falls short

PSAC members working at NAV CANADA will be going to strike votes because members across the country deserve better. Your PSAC-UCTE bargaining team met with the employer for three days of conciliation, January 6–8, 2026. Despite serious efforts, very little progress was made.

Why the strike vote matters

This is an important moment. A strike vote gives your bargaining team the mandate it needs to force real movement at the table and send a clear message to NAV CANADA: members are united, engaged and prepared to take action to win a fair deal.

Lower wages and unacceptable concessions

The employer’s wage offer remains below what other unionized workers at NAV CANADA have already secured. At the same time, they continue to demand concessions that would weaken job security and shift higher pension costs onto members. This is unacceptable.

Your bargaining team put forward strong and achievable proposals to break the deadlock. NAV CANADA chose not to move. While the team remains open to talks, it is now clear that progress will not happen without real pressure and consequences for employees.  NAV CANADA continues to delay and disrespect members at the bargaining table.

That is why we are moving forward with strike votes. These votes matter. A strong strike mandate strengthens our bargaining position and sends a clear message to the employer:  that members will not accept concessions or lower wages. This vote is about fairness, respect, and fighting for what we deserve.

Protecting retired members

Retired members will not be left behind. Before an impasse was reached, your bargaining team secured an agreement where NAV CANADA will provide retroactive pay for members who retired on or after January 1, 2024, once this new collective agreement is reached. In addition, any member who chooses to retire between January 8, 2026, and the ratification of the new collective agreement will also receive retroactive pay, provided they give the employer 90 days’ notice of their intent to retire.
