In 2021, PSAC filed policy grievances against several federal public service employers challenging the implementation of their mandatory vaccination policies.
The grievances argued that placing members on unpaid administrative leave, including employees working remotely, was an unreasonable exercise of management rights and amounted to disguised discipline. These policies were suspended in June 2022.
In December 2025, the Federal Public Sector Labour Relations and Employment Board (FPSLREB) dismissed the grievances, finding that the vaccination policies fell within the employer’s management authority and that placing employees on administrative leave without pay did not constitute disciplinary action.
