Q & A for the Operational Services (SV) Group Tentative Agreement

Who is entitled to receive the GL-MAM (Refrigeration HVAC Technicians) Terminable Allowance?

The allowance is provided only to GL-MAM employees who have refrigeration and air conditioning certification and perform the duties of a GL-MAM refrigeration HVAC technician.

Is the Terminable Allowance for the GL-MAM (Refrigeration HVAC Technicians) Pensionable?

The “Terminable Allowance” for the GL-MAM refrigeration HVAC technicians in the Operational Services (SV) group falls within the definition of “salary” contained in subsection 3(1) of the Public Service Superannuation Act (PSSA) and as such is pensionable.

Why is there such a variation in the market adjustment rates for different positions within the SV Group?

The 2014 joint wage study identified a number of positions within the SV Group that were significantly paid below the market when compared to similar jobs in the private and public sectors. The variation found in the tentative agreement reflect to a great degree the gaps identified in the wage study.

Who will get back pay (retroactive pay) for the negotiated economic increases?

The new collective agreement is retroactive to August 5, 2014, expiring August 4, 2018. This means that you are entitled to back pay for the period of time you were employed and an SV member from August 5, 2014.

If I am eligible for the Correctional Service Specific Duty Allowance (formerly called Penological Factor Allowance), will the increase be retroactive?

Increases to allowances are not retroactive. The employer has 150 days after the date of signing to implement the changes and issue payment of the allowances.
