Meet the PA bargaining team

Alex Creamer
Alex

Alex has worked for the Correctional Service of Canada for 14 years and currently works as a parole officer in Calgary. He is responsible for risk assessments and supervising federal offenders released into the community. He protects public safety by enforcing adherence to release conditions and promoting successful reintegration.

"I will work hard to ensure all members are represented at the bargaining table. Members are facing increasing financial pressure, job security threats, and impacts on their mental health and family lives — issues that need to be addressed through collective bargaining." 

Alex has been involved in union work since the age of 16. He is currently the local president for the Union of Safety and Justice Employees (USJE) Local 30250, the Southern Alberta geographic representative on the PSAC Prairie Region Council, and co-chair of the Prairie Region Health and Safety Committee. He also chairs the Calgary Area Council and sits on several workplace committees. 

Gurinder Dev 
Gurinder Dev 

Gurinder is the regional vice-president for the Union of Veterans’ Affairs Employees (UVAE) western region and a proud union advocate. For her, union membership means standing in solidarity to ensure no worker is left behind. She believes collective strength is key to building a fair and just workplace for all. 

"I joined the bargaining team to be a strong voice for our members. I will advocate for meaningful improvements that reflect the true value of our contributions to the public. I am determined to fight for progress that benefits all workers and strengthens our union." 

With 19 years of public service experience, Gurinder has worked with the RCMP and Department of National Defence. She now holds a position as a national consultant with Veterans Affairs Canada, where she takes great pride in supporting those who have served our country. 

Francesca Dorvilier  
Francesca Dorvilier  

Francesca has worked in the federal public service for 10 years and currently works as a citizen service officer at Service Canada in Montreal. She helps the public navigate crucial programs like employment insurance and old age security, and issues social insurance numbers and Canadian passports.  

“I want to help achieve better working conditions for federal public service workers from coast to coast, and I’m committed to ensuring that PA members’ concerns are at the heart of the bargaining process.” 

Francesca has been actively involved in union work for many years, advocating for equality, solidarity, social justice, and democracy. She is currently the president of the Montreal district for PSAC Quebec and alternate to the Canada Employment and Immigration Union (CEIU) national vice-presidents for Quebec. She also supports and trains other union representatives and is proud to defend the rights of public service workers. 

Mandy Forget  
Mandy Forget  

Mandy has worked at the Department of National Defence for 20 years and currently works as a Canadian Forces recruiting file manager. Her career has been dedicated to supporting Canadian Armed Forces members and their families, both professionally and through her volunteer work with the Military Family Resource Centre. 

"Every decision we make at the table today will have ripple effects for years to come. It’s about ensuring a stronger, fairer workplace for the next generation. Our union is stronger when every voice is heard, and my goal is to connect with members and bring those concerns to the table." 

Mandy has been involved with her Union of National Defence Employees (UNDE) local for more than 15 years, including nine years as local president. She is the UNDE Ontario human rights representative and sits on the PSAC Ontario Education Committee. A fierce advocate for equity, she helped establish the Members with Disabilities Access Committee for Southwestern Ontario and remains active on several regional councils and committees. 

Noha Haydari  
Noha Haydari  

Noha has worked at Employment and Social Development Canada for eight years as a passport officer, ensuring the accurate and timely processing of Canadian passports and supporting essential services that allow Canadians to travel and connect globally. Noha is committed to advocating for workers' rights, fair treatment, and equality in the workplace. 

“I’m committed to make improvements in the workplace, including securing better benefits, job security, and training opportunities. I’m also focused on achieving lasting change that will benefit all employees, ensuring they are respected, valued, and supported.” 

Noha currently serves as local president and regional human rights representative for the Union of National Employees (UNE). Noha also represents PSAC at the Ontario Federation of Labour’s Black and Racialized Caucus. As an elected member of the bargaining team, Noha is focused on improving educational demands, employee rights, leave entitlements, pension and benefits, and working conditions. 

Charito Humphreys
Charito Humphreys

Charito has worked for Employment and Social Development Canada for nine years in the employment insurance program. As a business expertise advisor, she monitors call centre agents for quality, supports training, and helps design new models to improve service delivery. Her work modernizes how Canadians access critical services. 

“In the last round, we made gains and set important precedents. But since then, the employer has failed to respect the agreement. This round, I hope we can enshrine more protections in the collective agreement, represent members who were not included last round, and get a fair collective agreement that our members believe represents their needs.” 

Charito began her union activism in 2018 and has since held multiple local, regional, and national roles. She is currently the alternate national vice-president for the CEIU Manitoba/Saskatchewan Region and chairs the CEIU National Call Centre Committee.  

Troy MacDonnell 
Troy MacDonnell 

Troy has been a compensation advisor at the Public Service Pay Centre in Miramichi, New Brunswick since it opened in 2012. He provides essential pay and benefit services to current and former public service workers. 

"As a returning member of the PA Bargaining Team, I am extremely motivated to fight for our members as we enter what could be the toughest round of negotiations in our careers." 

Troy has been actively involved with the Government Services Union (GSU) since the inaugural meeting of his local in 2012. He has held multiple roles at the local level and currently serves as the regional vice-president for GSU in New Brunswick and Prince Edward Island. 

Rae McCleave  
Rae McCleave  

Rae McCleave is a fishery officer with 25 years of experience in the federal public service (Fisheries and Oceans Canada). In the field, he enforced the Fisheries Act and contributed to the proper management and control of fisheries and to the conservation and protection of fish and food habitat. Since 2022, Rae has been the troop coordinator at the Atlantic Police Academy in PEI, where he helps train new fishery officers. 

“I want to represent regulatory law enforcement officers within the PA group to ensure our voices and interests are heard in negotiations. Moreover, I’m committed to achieving a fair and equitable collective agreement for all members.” 

Since 2000, Rae has held various union positions, including shop steward, chief shop steward, vice-president, and director of regulatory enforcement for the Union of Health and Environment Workers (UHEW). Rae is currently the UHEW regional vice-president for Scotia-Fundy and is involved in several committees. 

Leifa Misko  
Leifa Misko  

Leifa Misko is a data collection clerk at Statistics Canada, collecting valuable data used by governments, policymakers, and industries. Her job has evolved over time, but it remains essential in shaping decision-making processes across the country. 

“I joined the bargaining team to represent the unique challenges faced by data collection clerks and to advocate for a strong collective agreement that benefits all workers. I want to ensure that everyone’s concerns are heard and addressed during negotiations.” 

Leifa became active in the union in 2023 and currently serves as local president of the Union of National Employees (UNE) Local 50140. She has also recently completed PSAC’s Union Leadership Development Program to strengthen her ability to support other members, many of whom are precarious contact workers. 

Julie Nelson  
Julie Nelson  

Julie Nelson has worked for the RCMP as a program analyst since 2022, after spending seven years with Indigenous Services Canada in Ontario. Her role at the RCMP involves analyzing policies and supporting various initiatives that serve and protect Canadians. 

"I believe that this next round of bargaining is going to have lasting impacts on our union and the labour movement as a whole. I want to make sure our members get the best collective agreement possible." 

Julie has been active in the union since 2019, holding various elected positions in her local. She is currently section president for the Union of Safety and Justice Employees (USJE) Local 70005 and secretary of the PSAC NCR Young Workers Committee. 

Missy Taylor  
Missy Taylor  

Missy Taylor has worked for Service Canada since 2007. She is a team lead, having supervised multiple in-person offices across urban and rural areas and outreach liaison teams. She previously worked in service centres, grants and contributions, and as a senior citizen service specialist. 

“We are at a pivotal juncture in this country, when workers’ rights are being eroded, and human rights are being systematically dismantled. We need to be strong and unified and recognize the work we do sets a precedent — not only for us, but for all workers in Canada.” 

Missy has held numerous union roles during her time with PSAC. She is currently local president for CEIU Local 628, chair of the PSAC Ontario Human Rights and Equity Committee, and sits on the PSAC National PSAC Human Rights Committee and PSAC National Women’s Working Group. She was a founding member of PSAC’s Gender Equity Taskforce and is a JLP facilitator.
