On Friday, September 4, 2026, the PSAC National Board of Directors (NBoD) placed the Canada Employment and Immigration Union (CEIU) into trusteeship.

As a result of this decision, the upcoming CEIU National Convention has been postponed. 

Shimen Fayad has been appointed by the NBoD as Trustee for CEIU, and Guy Boulanger has been appointed as Administrator for CEIU.

During the period of trusteeship, the Bylaws are suspended. This means that all elected officers – at the national and regional levels - no longer hold office within CEIU. Local leadership remains in place.

Deputy Trustees will be appointed by the Trustee.  These Deputy Trustees will work with the Trustee and the Administrator to maintain Component operations. The list of Deputy Trustees will be made available to Locals and members, so that they know who to contact for assistance.

CEIU staff and services remain in place to serve the members. Members continue to be represented by their Component. Further information will be shared with the membership as it becomes available. Any questions can be directed to [email protected] .
