EB members: PIC report advances bargaining to next step [1]

PSAC has received the Public Interest Commission (PIC) report for the Education and Library Science (EB) group following hearings that wrapped up on December 13. Following the same pattern as the TC PIC report [2] and the SV PIC report [3], the report unfortunately does not provide clear recommendations other than a return to the bargaining table.

FB bargaining: Team discusses firearm and telework issues while employer pushes concessions  [4]

The new year brought new bargaining dates for our FB team as we returned to the table with Treasury Board/Canada Border Services Agency (CBSA) from January 31 to February 2, picking up where we left off in December. With the last day of this bargaining session coinciding with the FB day of mobilization on Feb 2, the team was re-energized with support from members across the country.

PSAC has received the Public Interest Commission (PIC) report affecting more than 10,000 members in the SV group. Hearings concluded in November and unfortunately, similar to the TC PIC report [5], the report provides no clear direction other than a recommendation that both parties return to the bargaining table.

PSAC announces strike votes for more than 120,000 federal workers  [9]

The Public Service Alliance of Canada (PSAC) is launching nationwide strike votes for more than 120,000 federal public service workers after talks broke down over wages and other key issues. Strike votes for members in the Program and Administrative Services, Operational Services, Technical Services, and Education and Library Science bargaining groups will be conducted from February 22 to April 11, 2023.

TC group: PIC report offers no guidance [2]

A Public Interest Commission (PIC) report has been issued for the TC group following the hearing held on December 9, 2022. Unfortunately, the report provides no substantive guidance aside from recommending that the bargaining team should continue to negotiate.

Treasury Board needs to return to the table with a better mandate  [10]

Recent public communications from Treasury Board have implied an imminent return to the bargaining table. While there have been some exploratory conversations with the employer and representatives of the Federal Public Sector Labour Relations and Employment Board (FPSLREB) about logistics in the event of a possible return to the bargaining table, there is no confirmed agreement to do so. PSAC agrees that in the event of a return to the bargaining table, a third-party mediator would be advisable.

FB bargaining: Telework and shift premium top of mind for the team [16]

Following reports of Treasury Board's plan to unilaterally change telework agreements, the FB bargaining team used their December 13-15 bargaining dates to remind the employer that modifying working conditions without union consent while in negotiations is prohibited under federal legislation.
