Purpose of position:

Purpose of Position

 

The Joint Learning Program (JLP) is a partnership between the Public Service Alliance of Canada (PSAC) and the Treasury Board of Canada Secretariat (TBS). Its objectives are to improve labour relations and increase the understanding of the roles of the union and management in the workplace. The JLP achieves its objectives by providing workshops/discussions on topics of mutual interest to union members and their management counterparts in the federal public service.  The JLP is unique given that it is the only co-managed program in the PSAC and the public service. 

 

Under the general direction and guidance of the JLP Co-directors, the Program Officer – Learning is jointly responsible, with the Program Officer representing the employer, for the orientation and development of facilitators and the design and development of learning materials.

 

Qualifications: 
  • Demonstrated ability to design and develop experiential learning materials that are innovative, relevant and engaging.

  • Strong group facilitation skills, based on a sound knowledge of adult learning principles, experiential methods and program evaluation;

  • Ability to research and write materials on learning and facilitation;

  • Knowledge of the parties’ respective roles, responsibilities, structures and organization cultures, and demonstrated ability to work successfully on joint union management projects or initiatives;

  • Knowledge of the goals and mandate of the JLP;

  • Comprehensive general and technical knowledge of the numerous and complex subject of JLP learning initiatives;

  • Excellent judgment and demonstrated interpersonal skills to meet the full range of responsibilities of the position;

  • Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above.
