The PSAC welcomes this opportunity to provide the members of the Standing Senate Committee on Legal and Constitutional Affairs with our perspective on the implications of implementing Bill C-377 an Act to amend the Income Tax Act (requirements for labour organizations)
An unnecessary, discriminatory proposed law that imposes onerous and absurdly detailed reporting and requirements on unions.

The Senate has voted to amend Bill C-377, making major changes to a deeply flawed piece of legislation that singles out unions to provide detailed and intrusive reports to the Canada Revenue Agency. The amended Bill will now go back to the House of Commons in the fall. Constitutional experts, privacy commissioners, provincial ministers of labour and unions have pointed out the Bill's many flaws. Regardless of the amendments, many of the expressed concerns remain. C-377 doesn't need amending, it needs defeating.
