Purpose of position: 

Under the direction of the Coordinator, Programs, and as part of a team that includes other human rights program officers, the Special Projects Officer oversees the implementation of the PSAC Anti-Racism Action Plan. The Human Rights Program is dedicated to the promotion and coordination of equality issues within our union, the broader labour movement, within the workplaces of our members and in our communities. The duties of the program can overlap several functions (education, policy drafting, organizing political action, membership mobilization, collective bargaining, legislative reviews, problem solving, etc.). The position is responsible for the development of tools, education, training, and overall actioning of the Anti-Racism Action Plan.

Qualifications: 

Education/Experience: • University degree in political science, law, human rights, public relations or communications or in a related field or any relevant combination of knowledge and experience. • Demonstrated experience with, and understanding of market research, such as polling data and focus groups, into communications messages. • Subject matter expertise in human rights and race-related issues. • Significant experience coordinating a team, bringing together staff and elected officers, harnessing their expertise and developing a campaign. Knowledge: • Significant knowledge and understanding of the Canadian labour movement. • Maintains current knowledge of emerging race related and other human rights issues, provides advice to the leadership and membership on those issues and recommends action and strategies. • Comprehensive knowledge of union principles and of the PSAC structure, mandate, policies, constitution, regulations and governing mechanisms. • Knowledge in communications, media relations, political action and campaign strategies. • Good knowledge and experience of computer-based technology, including office. • An excellent knowledge of human rights and the ability to remain current with changes in human rights and other related legislation and jurisprudence (federal and other jurisdictions). Abilities: • Ability to communicate with all equity members (women, Indigenous peoples, racially visible members, people with a disability and members of the LGBTQ2+ group). • Ability to manage a campaign and organize events. • Ability to inspire others to achieve collective goals. • Ability to demonstrate tact and discretion in preparing, disclosing and handling information of a confidential, controversial and sensitive nature. • Ability to efficiently respond in a calm and effective manner to a variety of demands and projects. • Second language skills as per the Common European Framework of Reference for Languages (CEFR) level indicated above. • Ability to meet established deadlines. • Ability to understand and interpret regulations, procedures, policies and guidelines related to human rights, race related issues and intersectionality. • Ability to establish and maintain good working relationships with all levels of the organization, members and the public. • Ability to effectively manage multiple tasks and work well in a team-oriented environment. • Ability to work independently and make sound recommendations. • Ability to conceptualize, plan and carry out activities/projects on a national scale, ensuring goals are set and results and deadlines are met. • Ability to research and analyze issues in a timely and responsive manner. • Ability to set priorities, remain focused, coordinate several time sensitive projects simultaneously covering a variety of issues. Personal suitability: • The position requires the ability to communicate with a variety of people, inside and outside of the union involving complex, detailed and sensitive issues. • The position requires well developed interpersonal skills to deal with a wide range of conflict situations where the agreement of others is essential. • The position must establish, build and maintain productive and collegial relationships with coalition partners and other organizations within the labour movement.
