Purpose of position: 

Under the direction of the Executive Director, the Director, Communication, Political Action and Campaigns plays a leadership and expert role in communication. This position leads a dynamic team of people skilled in communication, engagement and media relations. Through this leadership, the director is accountable for delivering external communications for the PSAC, fostering strong partnership with the media, PSAC leaders and members. In addition, the incumbent will be responsible for:

  • Developing external communication strategies, policies, programs and procedures that are aligned strategically with the PSAC mandate;
  • Overseeing and providing direction for all communications activities, in English and French, based on the direction provided by the elected officers;
  • Overseeing the development, execution and maintenance of all external communications.
  • Providing communications advice and guidance to senior elected leaders;
  • Overseeing the development of effective campaigns and political action activities that get demonstrated results;
  • Ensuring ongoing, effective reputational risk identification, evaluation and monitoring;
  • Ensuring continuous development of the team members;
  • Leading communication and crisis management activities;
  • Developing and managing budgets for communications and campaign-related activities.
Qualifications: 

Education and professional qualifications:

  • Degree in communications, journalism, public relations or any related field; (Candidates with 10 years of experience in a leadership role related to communications may also be considered).

Experience:

  • 10+ years of experience in a senior strategic communication role;
  • 5+ years of demonstrated experience leading a team, and utilizing management practices such as budgeting, performance management as well as the management of human resources including staff development;
  • Experience using various campaign strategies and/or tactics;
  • Experience within a unionized or political or social justice environment is considered an asset.

Knowledge:

  • Well-developed understanding of and experience with the sensitive political and social issues at the heart of the relationship between an employer union and its internal bargaining agents will be considered as assets;
  • Demonstrated knowledge of how to effectively shape public opinion and develop campaigns that lead to policy or legislative changes;
  • Extensive knowledge in communications and political action, strategic planning and organizational change;
  • Knowledge of the PSAC policies and programs objectives.

Abilities:

  • Ability to work with external stakeholders such as, but not limited to, communications, advertising and public opinion research firms to identify the most appropriate strategies to further advance the PSAC’s agenda;
  • Ability to interpret public opinion research, including polling and focus groups and to use the information to shape messages, campaigns and other communication tools;
  • Ability to deal effectively with conflicts, build credibility and support/promote union-management partnership.
