Canada Post Corporation submitted a global offer to our union yesterday. Our bargaining team is reviewing the offer and will respond to the employer during our next bargaining session scheduled for the end of September.

The National Equity Conferences, that took place in Toronto from March 24 to 28, 2017, held a number of workshops. The participants received handouts that are now available for download.

This week, our bargaining team focused their efforts on union proposals. We spent a considerable amount of time in caucus finalizing our outstanding demands. We gave the employer a presentation on domestic violence, in support of our demand currently at the table. We also countered the employer’s demand on short-term disability plan (STDP) definitions in order to address coverage shortcomings in the current plan.

Members whose hours of work were changed in 2014 during bargaining with Treasury Board have won back pay and benefits after the union filed a complaint. The Federal Public Service Labour Relations Act, like other labour laws in Canada, contains a provision that freezes the terms and conditions contained in collective agreements on the day that notice to bargain a new agreement is given. The freeze continues until a new agreement is either negotiated or awarded by an arbitrator, or until a strike takes place.

Our bargaining team met with the employer this week from July 11- 13, in Ottawa. The meetings provided us with an opportunity to clarify our position on a number of our proposals, including Maternity and Parental Leave, Injury on Duty Leave and Family-Related Responsibilities Leave. We also worked to strengthen the language of our Appendix “K”, Work Force Adjustment (WFA) provisions.

The Federal Court of Appeal has ruled in favour of the right of adjudicators to rule on cases of termination resulting from revocation of reliability status. “For years, the employer has been using the revocation of reliability status for 'administrative reasons' as a way to prevent PSAC members and others from challenging these types of termination decisions using the collective agreement grievance process,” said Robyn Benson, PSAC National President.
